Fulgham is being held on a felony vehicular homicide charge in the Bolivar County Jail awaiting his initial appearance.

The charge is the result of an investigation by MBI, the Bolivar County Sheriff’s Department and the Mississippi Highway Patrol.

Shelby Harmon, 20, was struck and killed as she walked along US 61 near the Boyle community at approximately 5:30 a.m., Saturday, October 20th.
