Scooba Native Named to PSC Post

JACKSON, Miss. — Northern District Commissioner Brandon Presley announced the appointment of Katherine Collier to head the Public Service Commission as Executive Secretary, effective July 1, 2014, upon the retirement of long-time Executive Secretary Brian U. Ray. Collier will become the first female to hold the position, which directs the Commission’s day to day operations.

“I was proud to nominate Katherine for this position and am pleased that she received a unanimous vote of all Commissioners to shatter one of the last glass ceilings in state government. She is uniquely qualified and capable to do the work this job will require,” Presley said.

Collier joined the PSC as Senior Attorney in October, 2009 and has worked on several top issues before the regulatory body, including spearheading the Commission’s groundbreaking efforts to lower customers’ bills and reduce waste through energy efficiency, which gained national attention.

Collier, a native of Scooba, MS, holds a Bachelor of Arts degree from Mississippi State University and a Juris Doctorate from the University Of Mississippi School Of Law. Prior to joining the Public Service Commission, Collier was a Senior Attorney for the Mississippi Department of Human Services, where she supervised legal operations for the Division of Child Support Enforcement, overseeing approximately fifty attorneys.
