In new court papers filed today, The City defends Officer Tyler Cooks fatal shooting of Ronnie Shumpert.   The new documents say Cook fired his gun as part of his legal duties, that it was a needed to stop a fleeing felon and to prevent Shumpert from doing personal injury to Cook.  The city also says Cook is protected from any civil suit because of the states sovereign immunity laws.   One interesting new twist. The city is now asking  a federal judge to dismiss the civil suit and make the Shumpert family pay all of the city’s costs  of defending the civil suit.
