STARKVILLE,  Miss. (WCBI) – If three major apartment complexes with more than 720 units come to Blackjack Road on Starkville’s southeastern edge, Oktibbeha County supervisors have a plan to be prepared. Residents have complained for months about construction traffic damaging the already busy road. And they worry if all three complexes open by the fall of 2015, the road can’t handle the traffic. Supervisors have approved a bond plan that would use some of the almost 600 thousand a year in new tax revenues generated by the complexes to pay off up to five million in bonds for road work. They won’t finalize the plan until they see whether the complexes are actually built and how much money is needed.
