How did government shutdown become “standard” in Trump era?

USA Today’s Susan Page covered her first government shutdown in 1995 when the Clinton administration faced a Republican-controlled Congress. That shutdown lasted 21 days and also happened during Christmas and New Year’s. Page joins “CBS This Morning” to discuss the current shutdown, which is the third of the Trump presidency with Republicans controlling Congress and the White House.
