What’s behind lower tax refunds?

Millions of Americans could receive smaller checks after filing their 2018 tax returns. The average refund is down more than 8 percent compared to the same time last year, according to the IRS. CBS News business analyst Jill Schlesinger joins “CBS This Morning” to clear up some of the confusion.
