NOAA releases 2020-21 winter outlook

The National Oceanic and Atmospheric Administration (NOAA) released its official outlook for the 2020-21 winter season.  A developing La Nina pattern could set up the Southeast for a drier, warmer winter this year.  The full release can be found here.
