Sheriff Hal Allred said the driver of a silver Nissan Altima turned on red and blue lights before going around another car.

The mower was stolen from the Walmart parking lot around 3:30 Thursday afternoon.

Banks was also accused of stealing a phone case.

Federal prosecutors agreed to transfer the plea hearing and sentencing to the Northern District of Alabama
